Abstract

It is a critical analysis on the importance of the administrative and situational diagnosis in primary health

care services, regarding health action planning and priority definitions. From SCIELO database, ten articles published

between 1996 and 2006 were analyzed. This study was developed due to its authors’ experience at a unit of Family Health

Strategy, where they evidenced the relevance of planning health action strategies considering the particularities of the

area and the assisted population in order to obtain positive and efficient results. With the evolution of health policies, it

is observed that strengthening Primary Health Care is indispensable for real effectiveness of the National Health System.

Although Family Health Strategy enables to enlarge the services access, it is necessary to develop instruments to increase

action effectiveness.
