Dimensions of sustainable territorial development in the analysis of the tourist city of Matinhos, south coast of Brazil–the historical construction of the territory seen from the process of regulation of land use and occupation

Abstract

The objective of the article is to explain and understand how the regulation process related to land use and occupation influenced the conformation of three dimensions of sustainable territorial development (ecological, spatial and institutional), considering the trajectory of the coastal city of Matinhos, located in southern Brazil, whose occupation is related to second home tourism. The research was based on the historical-documentary method that made it possible to carry out the analysis of events from a chronological perspective, in a longitudinal character. The treatment of the documentary base was carried out using the document comment tool. The main sources of historical research were the documents related to the use and occupation of the land that were directly related to the municipality. The analysis allowed the identification of three axes that explain the dimensions of the territory. In terms of results, it was found that in the process of construction of the surveyed territory, the institutional and normative changes in the management of the territory occurred; however, insufficient mechanisms were shown to configure a type of sustainable territorial development.

Possui graduação em Ciências Econômicas pela Universidade Federal de Santa Catarina (1998), mestrado em Administração pela Universidade Federal de Santa Catarina (2002) e doutorado em Sociologia Política pela Universidade Federal de Santa Catarina (2009). Pós-doutora pelo Programa de Pós-Graduação em Administração, Universidade Federal de Santa Catarina (2011) e pelo Programa de Pós-Graduação em Administração da ESAG/UDESC (2015). Professora do Curso de Administração Pública da Universidade Federal do Paraná. Tem experiência em pesquisas na área de gestão pública e participação social, orçamento público, planejamento governamental e desenvolvimento territorial sustentável.

Licenciada e Bacharel em Biologia pela PUC-PR, Mestre em Ciências Florestais na área de Conservação da Natureza pela UFPR, Doutora em Zoologia pelo Museu Nacional da UFRJ. Professora Associada II no Setor Litoral da UFPR onde foi coordenadora do Curso de Gestão Ambiental e do Mestrado em Desenvolvimento Territorial Sustentável (2015-2019). Especialista em mamíferos, desenvolve pesquisas em sistemática, taxonomia, biogeografia e conservação, em especial com roedores, marsupiais e ungulados. É Docente Permanente do Programa de Pós-graduação em Desenvolvimento Territorial Sustentável (PPGDTS) da UFPR na linha de pesquisa Ecologia e Biodiversidade da Mata Atlântica. Desde 2015 é tutora do Programa de Educação Tutorial Comunidades do Campo, modalidade Conexões de Saberes. Pesquisa levantamentos de biodiversidade para estudos ambientais e levantamentos de populações de grandes vertebrados selvagens, nativos ou exóticos, nas principais bacias hidrográficas do Brasil para estudos de diagnóstico, avaliação, monitoramento e conservação. Tem interface de atuação em manejo e gestão de áreas naturais protegidas, gestão da biodiversidade, conflitos ambientais, desenvolvimento territorial em ambientes rurais e urbanos e avaliação de impactos ambientais. É líder do grupo de pesquisa Ecologia e Biodiversidade de Ecossistemas Subtropicais e faz parte dos grupos de pesquisa em Citogenética Animal e Desenvolvimento Territorial Sustentável.
