The social construction of public policies. Chico Mendes and the <i>seringueiros</i> movement

The article analyzes the peculiar trajectory of the rubber tappers in Acre, which searching for a solutionfor land conflicts, formulated innovative public policies for reconciling agrarian reform and environmentalprotection. It reconstitutes Chico Mendes’s leadership and the different stages in the constructionof a social movement and a public policy for Extractive Reserves. It analyzes the internal and externalcauses that explain the success of a social movement in the context of the Rio Conference and of theinternational pressure against multilateral banks politics.Downloads
