Strategic urban planning in Spain: thematic trajectories and 2030 prospects

Strategic urban planning in Spain has a trajectory of more than 30 years and has undergone remarkable changes in its aims and priorities, which reflects the country’s socioeconomic, environmental and ideological changes. This longitudinal study analyzes this evolution since the first plans, in the late 20th century, to the most recent ones, with a 2030 horizon. More than 4.000 strategic goals classified into seven thematic fields were assessed through a systematized method, based on a Qualitative Content Analysis (QCA), namely: Territory; Urban Planning; Society; Economy, Knowledge and ICT; City Marketing, Tourism and Culture; Environmental Sustainability (and their respective subtopics). The methodology can be applied to other countries and regions, as it provides an analytical framework to approach future comparative studies. The study encompassed 84 strategic plans from Spanish cities, and it enabled comparing thematic structures across different city types and assessing how thematic trajectories and strategic priorities have varied depending on social, economic and political scenarios. According to the results, there was an evolution and it started from integrative territorial approaches, progressed through a more socially oriented focus, after the Great Recession, and reached a recent stage focused on urban sustainability and digitalization. Such a digitalization process was mostly influenced by both urban agendas and the European regulatory framework.
