This text examines some documents about higher education politics especially “Higher education in developing countries: Peril and promises” – produced by World Bank and UNESCO, 2000. The purpose of this article is to discuss the ideas about expansion, democratization and permanency the higher education in Lula’s Govern in confront the ideas defended by World Bank and UNESCO and how these institutions translate for the educational reforms,
especially for the developing countries.
