Novos acordos internacionais de investimento
Determinantes e efeitos de uma inovação brasileira

À luz de uma literatura ainda incipiente sobre as transformações do regime global de governança do investimento estrangeiro, este artigo explora os determinantes e os efeitos da celebração de Acordos de Cooperação e Facilitação de Investimentos (ACFIs) pelo Brasil na última década. Considerados uma inovação institucional, os ACFIs brasileiros são diferentes dos tradicionais Tratados Bilaterais de Investimento (TBIs), cuja legitimidade tem sido questionada. Pela estimativa de modelos de regressão com dados em painel, o artigo traz os seguintes resultados: (1) um dos determinantes mais relevantes dos parceiros do Brasil na celebração de ACFIs é se o país em questão é um dos principais destinos de subsidiárias de empresas brasileiras; (2) os ACFIs não parecem ser capazes de aumentar os fluxos de IED entre as partes, mas há evidência sugestiva de que podem fomentar o fluxo de comércio de bens intermediários, fortalecendo cadeias globais de valor. Este artigo aborda um tema de fronteira na área de Relações Internacionais ao focar na heterogeneidade de interesses e capacidades de poder de empresas individuais enquanto atores não-estatais e de levar esta análise para o campo da governança do investimento estrangeiro.
