This thesis aimed to understand the specificity of school management of early
childhood education in Brazil based on the legal basis, academic research and
the 2019 school census. In terms of methodological approach, this study is
characterized as quantitative research, used in its sociological aspect (and it is
added, political) in the perspective of Selz (2015), dealing with statistical
information from a deep theoretical knowledge about the object of study. For data
collection, this work made use of information from the 2019 School Census
applied to schools by the National Institute of Educational Studies and Research
Anísio Teixeira (Inep), which presents in the section on "Educational Data"
questions about some of the tools that favor the democratic management in this
research, being them about the Pedagogical Political Project (if it was updated in
the last 12 months) and what are the collegiate bodies existing in the school. In
addition, some information filled in by school leaders was used to build the profile
of these professionals and whether there is any indication in the schools where
they work that the legal precepts for DG have a starting point for its effectiveness.
A total of 28,453 public kindergarten schools were selected for the exploratory
analysis, which in 2019 only provided early childhood education. In addition to
them, another group of institutions with the same profile, but private and with a
legal term signed with the municipal government, composed the research (5,288
schools). Another methodological aspect adopted was the literature review on
studies related to the management of early childhood education. The legal
aspects and the position of the institutions based on the responses from the
School Census, combined with the results of academic research and the profile
of the directors of early childhood education in Brazil, composed a triangulation
of information so that the research could find trends in the management of early
childhood education in Brazil. In general, it is possible to state that there are
differences between the profiles of the directors, the existence of collegiate
bodies and the pedagogical proposal, as well as a greater approximation between
the dictates of the legal basis of the democratic management of public education
in public institutions in relation to private ones, and some approximations, such
as the forms of provision, initial and continuing training and, due to the
centralizing profile of management in the school leader, greater demand for
protagonism, leadership and the right to manage on the part of the director.
