Abstract

The quality of the obligatory schooling in Brazil has been approachedconsidering the politics expressed in/by the regulatory action of theState in the last twenty years. It is specifically focused on determiningthe promotion of access and permanence in that level of education. Thatregulatory action is considered an important component of the complexsocial process of “normative morphogenesis”, and its consequences, inconclusion, need to be an object of evaluation for the Education Council, as well as the underlying conceptions and logics in the country’s educationof politics. It has been also verified that its largest or smallest contributionto the realization of the right to education is useful for the qualification ofthe obligatory schooling and the democratization of its administration.
