This article investigates the long-term impacts of the September 11, 2001 attacks on US security policies, focusing on how the spread of the so-called culture of fear legitimized mechanisms of social control that, in normal times, would be unacceptable. The analysis shows how, from a constitutional perspective, there was an imbalance between the need for security and the preservation of individual freedoms, opening up space for a potential abuse of authority through the State of Exception - a state of control that is difficult to reverse. The research adopts a qualitative and exploratory approach, based on a literature review, to build a deeper understanding of the role of the feeling of insecurity. It is based on the ideas of Michel Foucault, Gilles Deleuze, Giorgio Agamben and Constance Duncombe, among other authors. The study reveals how fear has contributed to the imposition of behavioral norms and the acceptance of social surveillance practices, creating a scenario of constant surveillance in American society. By unraveling the complex interaction between traumatic events, political responses and impacts on civil liberties, the article seeks to clarify how post-9/11 security policies have shaped power relations, promoting a reconfiguration of individual freedoms and the social structure of the United States.
