Determinantes y efectos de una innovación brasileña

Resumen

A la luz de una literatura aún incipiente sobre las transformaciones del régimen global de gobernanza de la inversión extranjera, este artículo explora los determinantes y efectos de la celebración de Acuerdos de Cooperación y Facilitación de Inversiones (ACFI) por parte de Brasil en la última década. Considerados una innovación institucional, los ACFI brasileños son diferentes de los Tratados Bilaterales de Inversión (TBI) tradicionales, cuya legitimidad ha sido cuestionada. Al estimar los modelos de regresión con datos de panel, el artículo arroja los siguientes resultados: (1) uno de los determinantes más relevantes de los socios de Brasil en la celebración de los ACFI es si el país en cuestión es uno de los principales destinos para las subsidiarias de las empresas brasileñas; (2) los ACFI no parecen ser capaces de aumentar los flujos de IED entre las partes, pero existe evidencia sugestiva de que pueden fomentar el flujo de comercio de bienes intermedios, fortaleciendo las cadenas de valor globales. Este artículo aborda un tema de frontera en el área de las Relaciones Internacionales centrándose en la heterogeneidad de intereses y capacidades de poder de las empresas individuales como actores no estatales y llevando este análisis al campo de la gobernanza de la inversión extranjera.
