A questão da sistematização e codificação do Direito da Informação implica sistematizar termos e conceitos no âmbito das definições jurídicas. A autora aborda o problema do sinal e do signo como aspectos centrais na legislação da informação, o que sublinha o sentido do critério escalar e não escalar em semântica jurídica. Discorre-se, ainda, sobre a importância da organização de um léxico unificado em Direito da Informação.
