Building State Capacity for Education Policy in Brazil: Contributions to a Research Agenda

Abstract

This article discusses the importance of state capacity for the formulation and implementation of education policies in Brazil. Although the literature on the topic has advanced within the broader field of public policy, its application to education remains limited. Based on a review of theoretical approaches and empirical studies related to Brazilian basic education, the article seeks to contribute to the consolidation of a research agenda on the subject. It presents different analytical perspectives on state capacity and examines how these capacities are expressed in municipal education systems. From this, it proposes three key areas for further investigation: (i) expanding the federal perspective, with emphasis on the roles of different government levels and the collaborative regime; (ii) improving analytical models applied to education; and (iii) focusing more closely on the processes through which state capacities are developed. The article reinforces that strengthening state capacity is a necessary condition for promoting more effective, equitable, and sustainable education policies in Brazil.
