ELABORAÇÃO, MONITORAMENTO E AVALIAÇÃO DO PLANO MUNICIPAL DE EDUCAÇÃO DE ARAUCÁRIA (2015-2024) NO CONTEXTO DA CRECHE

This research had as objective to analyze the elaboration, monitoring and evaluation of the Municipal Education Plan of Araucaria (PME in Brazilian Portuguese acronym), approved in 2015. The specific focus fell on Goal 1, referring to the nursery, with the aim of identify the main actors involved in this process. The time frame considered covers the period from 2015 to 2023. The methodology used was qualitative research, of the documental type, and had as its main source documents of a legal and technical nature, from the national and municipal spheres, which were analyzed in the light of theoretical references in the field of education planning. The research results revealed that the education planning in the city of Araucaria has a history of more than a decade, under strong action of the Municipal Forum of Education and the unions of teachers, however, it was from the performance of the Paraná Court of Auditors (TCE-PR) that the alignment with the National Education Plan (PNE) was guaranteed, as well as the validation of the participation of social control in the re-elaboration of the plan. It was also observed that the expansion of vacancies in early childhood education occurred as a response to court decisions, which makes it possible to relativize the role of the PME as the epicenter of education policies in the city, starting to configure it more as a formality derivative from the PNE.
