Abstract

O presente artigo tem a finalidade de demonstrar que o Programa de Apoio e Proteção a Testemunhas, Vítimas e Familiares de Vítimas Ameaçadas (PROVITA) é uma política pública, ainda que o nome que lhe é atribuído não induza a essa conclusão prontamente; isso porque o termo “programa” pode influenciar conclusões em um caminho distinto daquele que comumente se toma para elaborar e executar políticas públicas. Em outras palavras, programas, via de regra, são etapas no contexto da elaboração e (ou) execução de uma política pública. O que se pretende sustentar aqui é que o Programa de Proteção a Testemunhas não se constitui como mera fase de uma política pública e sim como política pública per si.
