O presente trabalho tem como objetivo resgatar os principais pontos norteadores da Reforma Urbana. No primeiro tópico, conceitua-se a cidade como um complexo de classes sociais estratificadas com suas devidas funções. No segundo, contesta-se a forma de opacidade social, produzida em grande parte pelo Direito, cujos valores ficam restritos a planos meramente formais, sem preocupações quanto à sua materialidade. No terceiro, retoma-se a urbanização, porém, interpretada segundo a história colonial. No último analisam-se os impactos da industrialização, procurando delinear de que maneiras e de onde deve partir a efetiva democratização e mudança dos espaços sociais brasileiros, e, mais propriamente, como haver uma reforma legitimamente democrática.
