Pandemic crisis and democratic regression – Italy and Brazil

Abstract

Using in particular the results of the annual reports prepared by some of the most important institutes and networks that measure the state of democracy in the world, the article considers the effects of the Covid-19 pandemic on Italy and Brazil, in order to verify whether the measures adopted to deal with the virus have actually led to a democratic regression in the two States, which, due to their constitutional history, express a different way of consolidation of a democratic system.

Giorgio Grasso, Università degli Studi dell’Insubria (Varese, Italia)

Professore ordinario di Diritto costituzionale (IUS/08), presso il Dipartimento di Diritto, Economia e Culture dell’Università degli Studi dell’Insubria, dopo essere risultato vincitore di una procedura comparativa per la relativa posizione. Dottore di ricerca in diritto costituzionale, presso l’Università degli Studi di Bologna, a conclusione di un dottorato di ricerca di durata triennale, sostenendo l’esame con la Commissione giudicatrice costituita dai Professori Vittorio Angiolini, Nicola Cesare Occhiocupo e Flavia Dimora Morvay, e presentando una dissertazione dal titolo “I conflitti di attribuzione tra le Regioni e il potere giudiziario. Profili teorici e orientamenti giurisprudenziali”.
