THE IMPLEMENTATION OF THE FAMILY HEALTH PROGRAMME IN MATO GROSSO STATE, BRAZIL: SOCIAL PLAYERS’ OUTLOOK FROM THE CURRENT STATE ADMINISTRATION

The implementation of the Family Health Programme (FHP) has featured the main strategy in the organization
of primary care at the National Health System. The FHP was created by the Health Ministry in 1994, bound to the political
and managerial decentralization process in the sector. The aim of this study was to contextualize the FHP implementation
process in the state of Mato Grosso, Brazil, by means of documental analysis and the view from the state administration
key-players, involved in the first teams’ implementation process, using semi-structured interviews. It is concluded that the
Family Health Program adoption was facilitated by the decentralization process being held in the country and by the
political priority granted by the State Health Secretary. We may point out the difficulty for health professionals’ settlement
in remote areas which is still a hindrance for the proposal consolidation.
