Challenges of a federative program: the "Programa Nacional de Segurança com Cidadania (National Program of Publica Security with Citzenship)

The practice of transferring funds from the Union to the states and municipalities is common in a federalist organization such as Brazil. However, the distribution of this resources also involves the standardization of its mode of implementation. The application implies compliance by states and municipalities with the guidelines and legislation recommended by the Union. This article intends to analyze the challenges posed to the exercise of a federative program, taking as its model the analysis of the National Program of Public Security with Citizenship, program of the Ministry of Justice, launched in 2007.
