ANALYSIS OF PUBLIC TOURISM POLICIES IN THE BORDER ZONE OF MATO GROSSO, BRAZIL

Resumo

The study addresses municipal public policies for tourism along the Border Strip in the State of Mato Grosso with Bolivia. Its objective is to discuss the guidelines of these tourism policies in municipalities within this Border Strip, highlighting weaknesses and potential ways to enhance the promotion of tourism activities. Tourism activities and public policies in this region are investigated to identify weaknesses and potentials that may maximize the promotion of tourism. The research is justified by the need to create precise diagnostics about tourism along Brazil's border in Mato Grosso, an area with great potential that remains underexplored. Methodologically, the investigation includes bibliographical research, the development of a map of tourist regions, the application of questionnaires via Google Forms to municipal managers, and graphical analysis of the responses obtained. The results show that the municipalities have few specific legislations related to tourism, low participation in regional and state governance structures, limited partnership networks, and almost no involvement in programs and projects from the Ministry of Tourism. The main economic activities in the region are livestock farming and commerce, leaving tourism in the background. It is concluded that there is an urgent need to strengthen public tourism policies along the border strip to better utilize local potentials and promote the sustainable development of the region.

Bruno de Souza Lima, Unemat

PhD and Master's degrees in Geography from the Federal University of Grande Dourados (UFGD). Bachelor's degree in Tourism, with an emphasis on natural environments, from the State University of Mato Grosso do Sul (UEMS). Experience as a researcher and teacher in tourism and geography, with an emphasis on natural environments. Research interests include tourism and the environment, ecotourism, landscape, geosystems, and geotechnology. He is currently a visiting professor in the Graduate Program in Geography (PPGGEO) at UNEMAT.

Renato Fonseca de Arruda , Unemat

He holds a Ph.D. in Museology and Heritage from UNIRIO/MAST, with a Postdoctoral fellowship in Geography at the Graduate Program in Geography (PPGGeo) at UNEMAT. He earned a Master’s degree in Cultural Heritage Preservation from IPHAN and a Bachelor's degree in History Education from UNEMAT.

He joined UNEMAT in April 2025 as a Visiting Professor in PPGGeo and Coordinator of Teaching, Research, and Extension Projects at the Museu do Vale do Arinos (UNEMAT). He has expertise in history, cultural heritage, and museology, as well as experience in technical advising and project analysis related to patrimonialized or musealized assets.

With a distinguished career, he served as a civil society representative on the Material Heritage Sectorial Board of the Ministry of Culture (2013–2018), was a board member of the History and Heritage Working Group of ANPUH-BR (2021–2022), and co-founder of FEDPCB-MT, representing ANPUH-BR in the Forum since 2020. Currently, he represents the Central-West region on the Management Committee of the Museum Educators Network (REM-BR), acts as pro tempore coordinator of the Network of Museum and Heritage Educators of Mato Grosso (REMP-MT), and chairs the Special Commission for Protection and Listing of Cáceres (CEPT-CAC).

Sandra Mara Alves da Silva Neves , Unemat

Holds a Bachelor's and a Licentiate degree in Geography from the Federal University of Mato Grosso do Sul (1993), a Master's degree in Geography from São Paulo State University “Júlio de Mesquita Filho” (1999), with a concentration in Environmental Planning, and a Ph.D. in Sciences (Geography) from the Federal University of Rio de Janeiro (2006), in the area of Environmental Management and Planning. Completed postdoctoral research in Geography at the Federal University of Rio de Janeiro (2016) and in Landscape Ecology at the Complutense University of Madrid (2017).

Currently serves as an Associate Professor at the State University of Mato Grosso (UNEMAT), based at the Jane Vanini Campus in Cáceres/MT, and is a permanent faculty member of the Graduate Programs in Geography and Environmental Sciences (Master’s and Ph.D. levels), both located in Cáceres/MT. She is also the coordinator of the Graduate Program in Geography (PPGGeo/UNEMAT).

Her research focuses on the application of geotechnologies to the detection of changes in land use and vegetation cover, environmental planning, landscape analysis, and interdisciplinary studies involving geospatial technologies.

Edgar Aparecido da Costa, UFMS

Holds a Bachelor's degree in Geography from the Catholic University Dom Bosco (1991), a Master's degree (1998), and a Ph.D. (2004) in Geography from São Paulo State University “Júlio de Mesquita Filho.” Currently, he is a Full Professor at the Federal University of Mato Grosso do Sul (UFMS).

He has experience in the field of territorial planning, with an emphasis on master plans, and works mainly on the following topics: agroecology, geography, frontier studies, territorial development, and participatory master planning.

João Henrique da Silva Massavi, Unemat

Holds a technical degree in Agriculture from the Federal Institute of Education, Science and Technology of Mato Grosso (IFMT), Cáceres campus. Currently pursuing a Bachelor's degree in Geography Education at the State University of Mato Grosso (UNEMAT), Cáceres campus.

He works as an intern at the Cabaçal River Watershed Committee, linked to UNEMAT through the Research and Study Laboratory in Fluvial Geomorphology (LAPEGEOF). He is also a volunteer scholarship holder in the Institutional Program for Teaching Initiation Scholarships (PIBID) and in the Geotechnology Laboratory (LABGEO), participating in the research group "Remote Sensing, Research and Geography Teaching" (SERPEGEO). Additionally, he provides technical support for the research project of the Superintendence for the Development of the Midwest (SUDECO), in partnership with UNEMAT.

He is a member of the research project titled "Upper Paraguay River Basin: Physical-Environmental Factors, Morphology, Hydrosedimentology, Vegetation Cover, Anthropogenic Transformations, and Environmental Education."
