External Constraint and Structural and Short-Term Vulnerability in Brazil: An Analysis of the Period 1995-2014

This paper describes Brazilian external conditions by formulating and analyzing indicators of temporary and structural external vulnerability for a 20-year period, starting one year after the implementation of the Real Plan. The period of analysis therefore extends from 1995 to 2014. It was found that, especially in the 2000s, there was a substantial improvement in temporary indicators of vulnerability, with a worsening of some of the indicators of structural vulnerability. The improvement in indicators of cyclical vulnerability, although desirable, does not guarantee an improvement in long-term external conditions, which are much more closely linked to the dynamics of structural indicators.
