Regulatory governance: a proposal in the perspective of the Brazilian water and sanitation sector

The main goal of this article is to analyze the water and sanitation sector from a regulatory and governance perspective and propose a conception of regulatory governance, considering the concepts and understandings that surround it. Thus, it is intended to bring contributions from the literature review on the water and sanitation sector, regulation, governance and regulatory governance, and also by inciting reflections for the improvement of regulatory governance practices. In this sense, we sought, using the descriptive methodology, to study the regulatory and governance environment of the sanitation sector, from an international perspective and also from the Brazilian scenario. After that, the concepts and understandings about regulation and governance were explored, from traditional definitions to the most modern meanings. Finally, a conception of regulatory governance was proposed. There is a tendency and the need to invest theoretical and practical efforts to improve regulatory governance, which means the understanding of the sector environment, the definitions of regulation, governance and the conception of what would be regulatory governance.
