O REFÚGIO NA SOCIEDADE INTERNACIONAL: a exclusão do migrante forçado e sua experiência na Hungria

As causas, consequências e as respostas dadas às crises migratórias vão além da política interna de cada Estado, pois estão intimamente interligadas com a política mundial. A resposta dada à questão dos fluxos migratórios forçados representa um desafio à ordem mundial, à justiça e à cooperação internacional como um todo. É relevante, portanto, compreender como o migrante forçado está inserido na interseção entre o internacional e o doméstico, o pluralismo e o solidarismo, os direitos de soberania e os direitos humanos. Desta forma, o presente artigo visa entender como o refugiado encaixa-se na sociedade internacional alicerçada no sistema de Estados soberanos. A fim de responder o problema proposto, a primeira seção do artigo irá expor os conceitos teóricos acerca da sociedade internacional oferecidos pela Escola Inglesa, e sobre a construção social das identidades propostos pelo Construtivismo; a segunda seção buscará compreender a posição marginal exercida pelo refugiado nesta sociedade, enquanto a terceira analisará a experiência do migrante nas Relações Internacionais, em especial na Hungria. Este país foi escolhido devido suas políticas migratórias controversas, embasadas em discursos nacionalistas e xenófobos.
