Grand strategy and the research agenda in middle powers
An exploratory study on the brazilian case

In the post-Cold War era, the concept of Grand Strategy, traditionally associated exclusively with Great Powers, has also been applied to middle powers, which possess fewer resources and are constrained in their capacity to implement a power project as robust as a Grand Strategy. Building on this observation, this study aims to conduct an exploratory analysis of the literature on Grand Strategy for Middle Powers, structured into three subsections: the first focuses on the concept of Grand Strategy in the post-Cold War period, beginning with Kennedy's (1991) proposal; the second addresses more recent discussions that deepen this new understanding, highlighting the recognition and, in some cases, even the integration of middle powers as strategic actors capable of formulating grand strategies; and finally, a review of studies focused on Brazil is presented. The findings suggest that the concept of Grand Strategy extends beyond the domain of great powers, indicating that, despite challenges in sustaining a long-term power project, a middle power can effectively align its political, economic, and military objectives to uphold and advance its national interests.
