Latin America: notes on instruments of democracy in Brazil and Peru

Abstract

This paper aims to point out the role of democracy, especially that brought by the constitutional texts of Latin American regimes, especially in the cases of Brazil and Peru, based on the analysis of some instruments of democracy, whose objectives are to encourage popular participation and the expansion of the powers of organized civil society over acts of public administration. The analysis of the instruments of democracy provided for by the legal systems of these two countries reveals, to a great extent, how democracy was built in these States, leading to the foreshadowing that a democratic regime requires much more than legal forms of effective participation of the population in the decision-making.
