The Brazilian Position in the International System of States: A Brief Examination of the Policies of the Lula, Dilma and Temer Governments

There is a need to understand the International System of States (ISS). Due to its expansive character, the Nation-State continues acting as the main agent of international relations and the changes in interstate relations, especially in the twenty-first century, must be fundamentally recognized. From this perspective, it is observed a multi-polarized world that includes the Brazilian State and other sovereign entities between the poles responsible for a new flow of power in the ISS. Therefore, the objective proposed is the determination through the deduction and the conjunctural analysis of the Brazilian position on the ISS from 2003 to 2018. For this analysis, the conception of international policy is based on José Luís Fiori perception, mainly on its hierarchy. In addition, it is necessary to evaluate the policies adopted by Luís Inácio Lula da Silva, Dilma Rousseff, and Michel Temer that have impacted on national power. In conclusion, the Brazilian State maintains its peripheral position, even with some attempts in more autonomous and sovereign policies against the imperatives of the great powers and the impositions of the ISS. Hence, the Brazilian current position is because these policies of greater autonomy are scarce and not maintained for a long time until they had practical results.
