A participação de atores não-estatais nas organizações internacionais

Resumo

O artigo analisa a participação de atores não-estatais nos processos de formulação e implementação de políticas públicas da União Europeia (UE). Com base em abordagens empíricas sobre a participação na UE, o artigo argumenta que essa participação tem limites derivados de dois elementos principais, entre outros: (i) as diferenças de recursos humanos e financeiros existentes entre os atores. Essas diferenças determinam a influência dos atores não-estatais no processo decisório da União Europeia; e (ii) o desenho institucional que procura estimular a participação, mas limita os resultados ao preservar o predomínio dos agentes públicos na tomada de decisões políticas na UE.
