La participación de actores no estatales en organizaciones internacionales
El caso de la Unión Europea

Este artículo analiza la participación de actores no estatales en los procesos de formulación e implementación de políticas públicas en la Unión Europea (UE). Basándose en enfoques empíricos sobre la participación en la UE, el artículo argumenta que esta participación presenta limitaciones derivadas de dos elementos principales, entre otros: (i) las diferencias en recursos humanos y financieros existentes entre los actores. Estas diferencias determinan la influencia de los actores no estatales en el proceso de toma de decisiones de la Unión Europea; y (ii) el diseño institucional que busca estimular la participación, pero limita los resultados al preservar el predominio de los agentes públicos en la toma de decisiones políticas en la UE.
