Os países africanos na governança climática: uma análise à luz das Conferências das Partes (COPs)
Resumo
Os países do continente africano são particularmente vulneráveis aos efeitos da mudança do clima. Isto posto, este artigo objetiva analisar o aumento da participação dos países africanos na governança climática a partir das Conferências das Partes (COPs), realizadas no âmbito da Convenção-Quadro das Nações Unidas sobre a Mudança do Clima (UNFCCC). Para isso, foi feita uma análise documental a partir das listas de participantes oficiais das reuniões das COPs, bem como uma revisão bibliográfica sobre o tema. Com este artigo, pretende-se chamar a atenção para a necessidade de viabilização da participação e maior representação dos países africanos nas arenas da governança climática, buscando a promoção da cooperação sobretudo para alavancar o desenvolvimento das políticas de adaptação nesses países, que são, notadamente, alguns dos mais vulneráveis à mudança do clima, bem como alguns dos menos desenvolvidos do mundo. Como foi mostrado, embora tenha havido um aumento no número de representantes dos países africanos nas COPs, na prática, esse aumento é pouco significativo, uma vez que os países africanos ainda não ocupam espaços de maior destaque nessas reuniões.
