The clash between society and government in the implementation of a public policy: an analysis on the implementation of the Programa Escola Cidadã Integral no Município de João Pessoa in the city of João Pessoa - PB

In 2016, the Paraíba State Government began the implementation of the Integral Citizen School Project in the middle schools of the state school system, which aims to offer a new model of public school with full-time organization and operation. Currently, full education is already a reality in 100 schools throughout Paraíba, serving approximately 36,000 students. In João Pessoa, full-time schools have been consolidating amid resistance from the school community, with the evasion of school students, protests and teachers' stoppages. The research under development in the Postgraduate Program in Sociology of UFPB (master's degree), analyzes the perception of the involved social actors that make up the school community in relation to the implementation of this project in the city of João Pessoa - PB. In addition, field observations and documentary research are being conducted. For this work, we bring a research outline, where we seek to identify the perceptions of the actors to social reality, presupposing this reality as a field of dispute that presents numerous obstacles to the implementation of an educational public policy.
