PROCESSOS DA SCGI/PR DE 1969 CONTRA (EX)PREFEITOS: PALCO DE RIVALIDADE, MORALIZAÇÃO E AUTOAFIRMAÇÃO POLÍTICA

The General Investigation Subcommittee of the State of Paraná (SCGI/PR) was an agency linked to the CGI System – General Commission of Investigations – created in 1968, which specifically focused on investigations of illicit enrichment in public service, supported by Article 8 of Institutional Act number 5 (AI-5) and other decrees and complementary acts regulating it. The SCGI/PR began its activities in mid-1969 when it started receiving complaints and initiating processes against public officials, politicians, among others. In the same year, 57 (fifty-seven) processes were opened against (former)mayors of the state of Paraná, which are the focus of an ongoing research study. The processes against (former)mayors were analyzed through Content Analysis methodology, employing a qualitative approach, resulting in a series of categories for analysis. This article summarizes the analysis of a group of three categories related to political disputes and/or persecution that are present in three groups of documents referred to as units of analysis – (i) Complaint; (ii) CGI and SCGI/PR; and (iii) Defense – within the body of the mentioned processes, highlighting how the SCGI/PR served the self-interests of complainants, in addition to turning the subcommittee into an extension of the stage for local political rivalries.
