The creation of Mercosur and the Brazilian congress

Abstract

 

The article aimed to analyze and discuss the reasons why the Treaty of Asunción - constitutive of the Southern Common Market (MERCOSUR) - was approved by the Brazilian Congress without major difficulties in 1991. The wide convergence between Executive and Legislative around the creation of the South American bloc finds support in the hypotheses of delegating part of the decision-making power of the Legislative to the Executive, of the constitutional spirit that came from 1988 on a principle of international relations in Brazil that aims at regional integration, and of little reflection, in foreign policy, of the troubled relationship between government and Congress in domestic politics. To this end, constitutional provisions, arguments for and against the implementation of MERCOSUR, and related legislative votes were analyzed.

Doutor e mestre em Relações Internacionais pelo PPG San Tiago Dantas (UNESP, UNICAMP, PUC-SP). Bacharel em Relações Internacionais pela UNESP de Marília. Pesquisador na Rede de Pesquisa em Política Externa e Regionalismo (REPRI) e no Instituto Nacional de Ciência e Tecnologia para Estudos sobre os Estados Unidos (INCT-INEU).
