AIMLESS INTEGRATION: CHALLENGES OF BRAZILIAN POLICY FOR REGIONAL INTEGRATION

For decades, the economic and commercial integration has been one of the priority themes on the Brazilian external agenda. However, difficulties persist in deepening integration processes. This article seeks, through an interpretative analysis, to explore some of the internal reasons – that is, those independent of the position of other countries – that could explain why there is still considerable difficulty for a greater engagement of Brazil in the process of regional integration. The historical constraints of Latin American integration are initially presented, followed by the exploration of the Brazilian case. It is argued that different projects coexist in the country about the paths that regional integration should follow, making it difficult to elaborate a single project with the capacity to amalgamate greater support.
