This paper aims to discuss the role played by the State in the institutionalization of sports policies, represented by national governmental structure of Sports Ministry. Thus, we performed a bibliographic and documentary research in which the analysis is constituted by the relation and comparison of theoretical frameworks. When thinking in Brazilian sports policies that value projects of several orders, there is still much to discuss and (re) formulate of the meaning used to the sport in the school environment, recreation and leisure. The documents analyzed show that prevail policies related to the performance sports. However, in the scholar and leisure environments, those policies diverge from the proposed objectives to those areas.
