O Programa Ceará Atleta como política de Welfare State esportivo: análise dos editais de 2018 a 2024

This study aimed to analyze the development of the public policy for sports support promoted by the Secretariat of Sport of the State of Ceará through the Bolsa Esporte of the Ceará Atleta Program. It is a descriptive and quantitative study based on the analysis of official documents from public calls issued between 2018 and 2024, data provided by the Secretariat of the State of Ceará, news related to the topic, and information from the Sports Management Observatory of the Federal Institute of Education, Science and Technology of Ceará. The results show significant growth of the program over the analyzed period, indicating its expansion and consolidation as an instrument for sports development in the state. In 2024, Call No. 01, aimed at sports initiation, recorded 24,867 applications and granted 6,000 scholarships, demonstrating broad social reach. Call No. 02, intended for high-performance athletes, registered 826 applications and awarded 130 scholarships, reflecting greater selectivity. Gender-based analysis reveals a significant increase in both female and male participation. Between 2018 and 2024, female applications increased by 119.7%, while male applications grew by 102.6%. These findings reinforce the program’s relevance in expanding access to sports and promoting inclusion and gender equity in the sports context of Ceará.
