Resumo

Through a bibliographic and documentary survey, the article aims to recover the history of how the constitution of state television took place in Brazil in order to understand how past processes interfere with the consolidation of "TV Brasil" as well as the construction of a public communication system in the country. Throughout this work it was observed that the predominance of commercial televisions hindered the development of state television in Brazil. In this sense, its consolidation would provide a more balanced and democratic environment in the Brazilian television sector.
