STRATEGIC TERRITORIAL INTELLIGENCE FOR FAMILY FARMING IN THE CUIABÁ RIVER VALLEY AND SURROUNDINGS

Resumo

Family farming is a cornerstone of Brazil's economic and social structure. It accounts for a significant portion of the national food production and plays a crucial role in promoting food security in the country. In the Metropolitan Region of the Cuiabá River Valley and Surroundings, this segment encompasses approximately 28,000 families residing in rural areas, organized into 10,547 agricultural establishments. The strengthening of family farming depends on its support by public policies which are capable of understanding regional specificities and creating effective mechanisms for the development and consolidation of the sector. In this context, a partnership was established between the Mato Grosso Company of Rural Research, Assistance, and Extension (EMPAER) and Embrapa, to develop a digital platform that integrates data across different territorial dimensions, aiming to characterize the region and, above all, provide analytical tools to support public policy and local investment decisions. This solution was based on the strategic territorial intelligence concept, which thematically organizes spatial data into five major frameworks: natural, agrarian, agricultural, infrastructural, and socioeconomic. We expect the platform to support territorial management efforts by public and private organizations by classifying the region’s municipalities according to their environmental and production potential. This, in turn, will assist research institutions and organizations responsible for rural planning, management, and technical assistance.

Jaudete Daltio, Embrapa

Holds a Bachelor's degree in Computer Science from the Federal University of Viçosa (2005), a Master's degree (2007), and a Ph.D. (2017) in Computer Science from the University of Campinas (Unicamp). Currently works as a Computing Analyst at Embrapa. Has experience in the field of Information Systems, with emphasis on Databases, focusing mainly on graph databases, views, web services, semantics and ontology, geographic information systems, and biodiversity.

Salete Gürtler, Embrapa

Holds a Bachelor's degree in Ecology from São Paulo State University (UNESP) (2000), a Master's degree in Remote Sensing from the National Institute for Space Research (INPE) (2003), and a Ph.D. in Geosciences from the University of Campinas (Unicamp) (2016), with a research focus on Geotechnologies applied to the study of natural resources. Currently works as a geoprocessing fellow at Embrapa Territorial, within the Strategic Territorial Intelligence Group (GITE).

Lucíola Alves Magalhães, Embrapa

Geologist graduated from the University of Brasília (UnB), with a Master's degree in Geosciences and a Ph.D. in Sciences (2015), both from the University of Campinas (Unicamp). She has experience in geoprocessing and remote sensing and has participated in and coordinated projects in the areas of spatial data modeling for decision-making and spectral characterization of soils, rocks, and vegetation. Since 2013, she has been working at Embrapa Territorial, focusing on the development of Strategic Territorial Intelligence Systems (SITE) to support public and private sector decision-making for regional agricultural development. She served as the coordinator of the Strategic Territorial Intelligence Group (GITE) and as executive secretary of the Internal Technical Committee. In December 2018, she assumed the position of Deputy Head of Research and Development.

Marcelo Fernando Fonseca, Embrapa

Holds a Bachelor's degree in Geography (2003) from the University of Campinas (Unicamp), with a Master's degree (2008) and a Ph.D. (2013) in Environmental Analysis and Territorial Dynamics from the same institution. Currently works as a Geoprocessing Analyst at the Brazilian Agricultural Research Corporation (Embrapa), at the National Research Center for Territorial Intelligence, Management, and Monitoring (Embrapa Territorial). Has experience in geosciences, with emphasis on spatial analysis, working mainly in the following areas: geographic and systematic cartography, geotechnologies, geoprocessing, geographic information systems (GIS), remote sensing, territorial management of agriculture, and land use planning.

Hilton Luís Ferraz da Silveira, Embrapa

Holds a Bachelor's degree in Geography from São Paulo State University (IGCE/UNESP – Rio Claro campus) (2005) and a Master's degree in Remote Sensing from the National Institute for Space Research (INPE) (2018). Currently works as an analyst at the Brazilian Agricultural Research Corporation (Embrapa). Has experience in the field of Geosciences, with emphasis on Remote Sensing, working mainly on the following topics: ordered weighted averaging (OWA), multicriteria evaluation, geoprocessing, and forest fires.

Paulo Roberto Rodrigues Martinho, Embrapa

Holds a Bachelor's degree in Agronomic Engineering from the “Manoel Carlos Gonçalves” School of Agronomy and Animal Science in Espírito Santo do Pinhal, São Paulo (1990), and a Master's degree in Tropical and Subtropical Agriculture, with a focus on Environmental Resource Management, from the Agronomic Institute of Campinas (IAC) (2001). Has experience in agronomic decision support systems, agro-environmental planning, pedology, precision agriculture, geostatistics, geoprocessing, and remote sensing. Currently works as a Geoprocessing Analyst at Embrapa Territorial Management.

Carlos Alberto de Carvalho, Embrapa

Holds a Master’s degree in Computer Science from the University of Campinas (Unicamp) (2011), a specialization in Information Management in Agribusiness from the Federal University of Juiz de Fora (2001), and a Bachelor's degree in Computer Science from the same university (1997). Joined Embrapa Satellite Monitoring in 2002 and has served as Supervisor of the Strategic Territorial Intelligence Group at Embrapa Territorial since 2018. His work focuses on territorial planning and monitoring of land use and occupation in Brazil, with emphasis on agriculture, regional agricultural development, productive inclusion, and territorial governance. He works in the area of web development for geoinformation dissemination on the Internet, spatial database management, and geographic information systems.

Rafael Mingoti, Embrapa

Holds a Bachelor's degree in Agronomic Engineering from the University of São Paulo (2004), where he also completed a Master’s degree (2009) and a Ph.D. (2012), both in Sciences with a specialization in Irrigation and Drainage. He is a certified Project Management Specialist (USP-ESALQ). He served as a professor at the Federal University of São Carlos (UFSCar) and the Federal University of Mato Grosso (UFMT), teaching courses in Geoprocessing and Water Resources. He has experience in Geoprocessing, Remote Sensing, Hydrology, and Water Resources Management. His work primarily focuses on territorial planning, the potential geographic distribution of agricultural pests, and hydrological modeling. He is currently a research group supervisor at Embrapa Territorial.

Fabrício Tomaz Ramos, Empaer-MT

Holds a degree in Agronomic Engineering from the State University of Mato Grosso (UNEMAT). Completed a Master’s and a Ph.D. in Tropical Agriculture at the Federal University of Mato Grosso (UFMT), with emphasis on soil management and conservation. Served as a substitute professor in the Agronomic Engineering program at UFMT, Cuiabá Campus. Completed a postdoctoral fellowship (UFMT – CAPES/PNPD) in the Graduate Program in Water Resources (PPGRH – UFMT), conducting multidisciplinary studies with a focus on soil management, conservation, and water quality. Currently works as a public servant at the Mato Grosso State Agency for Research, Technical Assistance, and Rural Extension (EMPAER-MT), where he plans and coordinates participatory rural development projects, with emphasis on services aimed at family farmers in the state of Mato Grosso, encouraging the adoption of sustainable production systems.
