Alternative Agri-Food Networks (AAFNs) in Brazil and Turkey

Resumo

This paper theorises how inclusive grassroots innovation responds to socio-economic inequalities and facilitates efforts to overcome them, contingent on solidaristic relationships. As a mainstream policy concept, the term ‘innovation’ has become more narrowly defined as capital-intensive technological innovation, which has often worsened social inequalities. In response, ‘inclusive innovation’ has become an umbrella term encompassing diverse alternatives seeking to reduce or avoid social inequalities. These have arisen especially in the Social Solidarity Economy (SSE), based on democratic self-management and mutual aid; its enterprises depend on wider ecosystems of support groups. The SSE has some overlaps with Alternative Agri-Food Networks (AAFNs), which build greater social proximity between producers and consumers. Hence the overlap is here called the SSE-AAFNs. During the Covid-19 pandemic, many SSE-AAFNs rapidly adapted to the disruptions through novel practices that could fulfil their members’ needs. SSE-AAFNs ecosystems played this creative role through three general parameters: inclusive grassroots innovation, agile adaptations, and a transformative resilience bouncing forwards. These parameters form a tripartite framework that helps to analyse case studies of SSE-AAFNs in Brazil and Turkey. In both cases, grassroots innovation helped to overcome social inequalities (of class, race, gender), in ways contingent on each initiative and its context. SSE-AAFNs have demanded and gained support measures from municipalities, along lines helping to build collective capacities rather than dependence. The tripartite analytical framework here has wider relevance to SSE ecosystems developing grassroots innovation which can overcome inequalities.

Theo Papaioannou, Open University

Professor at The Open University and Co-Director of the Innogen Institute. He also holds visiting academic positions at various institutions, including CIMR, Birkbeck, University of London and University of Edinburgh. His expertise lies in inclusive innovation and development with a career long focus on three interrelated strands of research: politics of emerging technologies; social justice; and innovation policy. His latest monograph on Inclusive Innovation for Development(Routledge 2018) weaves together the three strands of his work, challenging the received wisdom that emerging technologies are necessarily inclusive of the interests and aspirations of the poor, to argue for social justice in innovation. Papaioannou also advances current debates on innovation policy and industrial engagement. Since 2015 his widely cited work has drawn attention to the abandoned role of intermediaries such as industry associations in politics of innovation and development in India and South Africa.

Les Levidow, Open University

Has studied agri-food-environmental issues, especially technofixes, public controversy and alternative agendas. Several projects have developed Participatory Action Research (PAR) with civil society groups which thereby strengthen their collective capacities as change agents. Such projects have had contexts in Britain, the EU and Latin America. The focus has encompassed controversial sociotechnical innovations and alternatives to agri-industrial systems, especially agroecological practices linked with grassroots innovation, food localisation, short food-supply chains, solidarity economy and food sovereignty. These topics have provided case studies for several policy-relevant issues.

Zühre Aksoy, Boğaziçi University

Associate Professor of Political Science and International Relations at Boğaziçi University, Turkey. Her research focuses on global environmental governance; politics of biodiversity, food and agriculture; North-South relations. Aksoy authored several book chapters and articles in journals including Global Environmental Politics, Journal of Rural Studies, Food, Culture and Society. Her recent book, Food Cooperatives in Turkey(co-authored with Özlem Öz) is published by Routledge, and she is amongst the founders of Boğaziçi Members Consumer Cooperative (BÜKOOP). Aksoy is a lead author in the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services(IPBES) Transformative Change Assessment (2024).

Özlem Öz, Boğaziçi University

Holds a PhD from the LSE (London School of Economics and Political Science),and is now Professor of Organisation Studies at Bogazici University, Istanbul. She won the Turkish Academy of Sciences’ ‘Successful Young Scientists Award’ and ‘Encouragement Award in Social Sciences and Humanities,’ and was the co-winner of the 2018 Best Article Prize of the International Journal of Urban and Regional Research (IJURR). She is the author of many articles and three books, reflecting her research interests in geographic clusters, cultural geographies, Istanbul’s transformation, and food cooperatives. She also writes film reviews and critiques on literature, and is amongst the founders and volunteers of Bogazici Members Consumer Coop (BÜKOOP).
