El Gestionismo y el Politicismo en el Estado: el caso de dos estilos de gobierno en la Comisión Municipal de la Vivienda de la ciudad de Buenos Aires

Considering the implementation of a self-management housing policy, developed in Comisión Municipal de la Vivienda (Buenos Aires City Council), this study seeks to understand the State’s own rationale. It seems possible to understand such a rationale taking into account, simultaneously, the native categories ‘administration’ and ‘politics’ and the articulations its use authorizes, constituting a necessary language for this political arena. The article maps these native categories and its articulations after three points of observation: 1) the discussion between two governmental authorities in a political debate; 2) the definition and perception of two different styles of government, identified as ‘gestionismo’ (managementalism) and ‘politicismo’ (politicism); and, 3) the way governmental staff are classified.
