Introduction: The increase of Brazilian journals titles indexed by the Journal Citation Report since 2008 has not been accompanied by an increase of citations to the same journals. ie, the latest editions of this report revealed a poor performance of Brazilian journals on Impact Factor. In this study we try to explain why this is happening. Method: Application of bibliometric techniques, using free software BibExcel. The corpus comprised 797 research articles published in journals indexed in Scopus - in the period from 2009 to 2010 - by researchers in the field of Dentistry, from the University of São Paulo. Results: It was found in this area, that the Brazilian high impact articles are published in foreign journals which also have a high Impact Factor. It can be said that there is a vicious circle that prevents the increase in Impact Factor of Brazilian journals titles. On one hand the Brazilian researchers choose to publish their research in order to gain a greatest impact at foreign journals with high impact factor (by quoting the same titles). On the other hand, the Brazilian journals - that publish Brazilian researchers’ articles - also receive citations, but mostly from Brazilian researchers/journal titles. Conclusion: Accessibility (open access) and visibility (indexing) alone are not enough to increase the impact of Brazilian journals in a globalized way, so they can compete with foreign (and high impact) titles.
