DESEQUILÍBRIOS REGIONAIS NO FINANCIAMENTO DA EDUCAÇÃO: A POLÍTICA NACIONAL DE EQUIDADE DO FUNDEF

Resumo

Este artigo tem como objetivo avaliar a capacidade do Fundo de Manutenção e Desenvolvimento do Ensino
Fundamental e de Valorização do Magistério (Fundef) de promover uma política nacional de eqüidade. O
estudo trata dos aspectos jurídico-institucionais ligados ao desenho do programa e dos impactos fiscais do
Fundef e suas relações com a política de correção das desigualdades interestaduais. A metodologia analisa
a trajetória dos valores aluno/ano aplicados nas unidades da federação e o papel supletivo e redistributivo
da União no financiamento do fundo, verificando se o programa consegue estabelecer uma tendência
convergente em relação à média nacional. Com isso, pretende-se avaliar se o Fundef representa um importante
avanço para o equilíbrio federativo no financiamento do ensino fundamental. A conclusão deste
trabalho é que o Fundef é um caso exemplar para compreender os limites impostos pelo ajuste fiscal ao
aumento dos gastos sociais. No caso do Fundef, essa restrição fiscal é observada pela redução da
complementação de recursos federais aos fundos estaduais, em decorrência do baixo valor mínimo nacional
estabelecido, o que implicou a ampliação das desigualdades interestaduais no financiamento do ensino
fundamental após seis anos de funcionamento do programa.

REGIONAL IMBALANCES IN EDUCATIONAL FINANCING: FUNDEFS NATIONAL
EQUITY POLICY

Abstract

The aim of this article is to provide an evaluation of the FUNDEFs (Fund for the Maintenance and
Development of Primary School Education and the Valorization of Primary School Teaching) ability
to promote a national policy for equity. The study looks at juridical and institutional aspects linked to
the programs design and to the fiscal impact of the FUNDEF, as well as its relationship to policies
aimed at the correction of inter-state inequalities. The methodology employed analyzes the trajectory
of values spent on student/per year in different states and on the supplementary and re-distributive
role that the Union plays in the financing of the Fund, in order to verify if the program is able to
establish a tendency of convergence around a national average. In this light, we pretend to evaluate
whether or not the FUNDEF represents an important step toward federative balance in the financing
of primary school education. We come to the conclusion that the FUNDEF is an exemplary case
for our comprehension of the limits that fiscal adjustment imposes on the increase of social expenses.
In the case of the FUNDEF, this fiscal restriction is observed through the reduction of the federal
resources employed to complement state funds, a consequence of the low national value that has
been established. This has led to the widening of inter-state inequalities in the financing of primary
school education, after six years of the programs existence.

CONTRASTES REGIONAUX DANS LE FINANCEMENT DE LEDUCATION : LA
POLITIQUE NATIONALE DEQUITE DU FUNDEF

Résumé

Cet article a pour objectif dévaluer la capacité du Fonds pour la Manutention et le Développement
de lEducation de base et pour la valorisation du métier denseignant (FUNDEF) à promouvoir une
politique nationale déquité. Létude aborde les aspects juridiques et institutionnels liés au dessin du
programme et des effets du Fundef et ses relations avec la politique de correction des inégalités
régionales. La méthodologie analyse la trajectoire de la valeur étudiant/an appliquée dans les unités
de la fédération et le rôle de suppléante et de distributrice de la Fédération quant au financement de
ce fonds. On vérifie si le programme réussit à établir une tendance convergente par rapport à la
moyenne nationale. A laide de ces éléments, on évalue également si le Fundep représente un
important changement vers léquilibre fédératif dans le cadre du financement de léducation de
base. La conclusion de ce travail est que le Fundef est un cas exemplaire pour la compréhension
des limites imposées par lajustement fiscal concernant laugmentation des dépenses sociales. Dans
le cas du Fundef, cette restriction fiscale a lieu en fonction de la réduction de lappoint de recours de
la part de la fédération aux fonds régionaux puisque la valeur minimale nationale établie est très
basse. Cela a entrainé lapprofondissement des inégalités entre les régions quant au financement de
léducation de base, après six ans dexistence du programme.
