Espírito Santo State in today’s technoeconomic paradigm of information and communication technologies: a critical analysis using data from science technology and innovation

This paper examines the integration of Espírito Santo’s economy in thecurrent techno-economic paradigm. This is characterized, above all, by the inclusionof information and communication technologies (ICTs) in the production process,by the process of learning, production of knowledge, cooperation and innovation,in which the regions, through their firms, educational and research institutions,and agencies to support such activities, perform a relevant role. The Espírito SantoState, in turn, despite its strong growth through industrialization in recent decades,did not achieve a satisfactory performance in the production of science, technologyand innovation (which is obvious, for example, in comparing the performance ofthese activities with the national GDP participation that the local economy playsand, in the analysis of data like Technological Innovation Survey - PINTEC), indicatinga weak integration in the paradigm of information and communicationtechnologies. Despite the recent creation of institutions to support S, T & I, its datashows that the state is still following a model of development based, especially, inthe exploitation of natural resources, with little production of knowledge throughprocesses of cooperation and learning, which can affect their potential for growthin the future, given the environmental and urban limits that characterized this typeof production and also the fact that some of these commodities, such as oil and iron ore, are non-renewable resources.Downloads
